    I’m not an expert, but the basic idea behind hydrotherapy is that it is non-weight bearing exercise.  So the muscles can be strengthened without putting undue pressure on the joints.  As the muscles strengthen, they are better at supporting the animal, so when weight bearing exercise does restart they provide better support for the skeleton.
