[/quote]will it stop dog s being choke with chains hit staved owners over feeding the dogs no and i for one don’t want the government having my details it sounds like big brother the owners who need it wont go how about a phone line so good owners can report bad ones we all n know more than one or two it would make w more sense to stop puppy farms selling dogs if you have the money you can have a puppy if you made it harder to get a dog only good owners would take them home if you had to fill in lots of forms and sit a test it just might help
